</span> Last year, the GTLNC s Public Safety &amp; Traffic Committee implemented the Neighborhood Watch Program, with 67+ street captains and growing.<span style="mso-spacerun: yes">&nbsp; </span>They helped to block the mandated higher speed limit along <st1:street w:st="on"><st1:address w:st="on">Riverside Drive</st1:address></st1:street> and secure the installation of a new traffic signal at <st1:street w:st="on"><st1:address w:st="on">Talofa Avenue</st1:address></st1:street> , and are working to mitigate the commuter traffic flowing through our residential streets.<o:p></o:p></span></p> <p class="MsoNormal" style="margin: 0in 0in 0pt; mso-bidi-font-family: 'Times New Roman'"> Our Planning &amp; Land Use Committee reviewed various development projects and created the first ever Community Design Overlay () <st1:stockticker w:st="on">CDO</st1:stockticker> ) for the <st1:street w:st="on"><st1:address w:st="on">Riverside Drive</st1:address></st1:street> business district.<span style="mso-spacerun: yes">&nbsp; </span>They rediscovered a forgotten <st1:stockticker w:st="on">CDO</st1:stockticker> that applies to <st1:street w:st="on"><st1:address w:st="on">Lankershim Boulevard</st1:address></st1:street> , and are working closely with the city to implement these important guidelines.<span style="mso-spacerun: yes">&nbsp; </span>These <st1:stockticker w:st="on">CDO</st1:stockticker>  s are the blueprint for future developers to characterize the village atmosphere that makes <st1:place w:st="on"><st1:PlaceName w:st="on">Toluca</st1:PlaceName> <st1:PlaceType w:st="on">Lake</st1:PlaceType></st1:place> special.<o:p></o:p></span></p> <p class="MsoNormal" style="margin: 0in 0in 0pt;
